In case anyone was curious, this turned out to be a sip 6 issue rather than anything to do with Python 3.10.  sip 6 seems to have issues with non-ASCII characters in Python docstrings.

Thanks for the fix, Scott.  That let me close the FTBFS on KiCAD.

Just curious - will this fix be forwarded to an upstream, or is this a problem unique to Fedora?

From a wxPython perspective, it's unique to Fedora in that upstream
wxPython uses sip 5 officially, whereas Fedora has moved to sip 6. (I'm not sure about that wxPython GitHub issue you found where someone had previously reported a similar problem - not enough details from the OP.)

I did report the problem to sip upstream, as that's where the root issue lies, as far as I can see - no response as of yet.
