That's not really the reason why. The assumption (way back in the day)
was that it would take longer for people to get approvals to give
feedback on EPEL packages. However, this has proven to be false in two
ways:

1. People don't give feedback and only complain after the fact.
2. Enterprises have become very comfortable with reporting issues only
after things break, not proactively.

Enterprise-grade stability is a lie unless you're being paid to
maintain that. The two-week time period does nobody any favors.
