All, I opened all the relevant PRs a few days ago. Please review and comment

All,
Updates and rebuilds of the affected packages have been completed in rawhide
and the side tag was merged in the last compose.
There are a few other packages still using sip 4 but they are not PyQt5
related, so they can be upgraded one at a time. I'll send some additional PRs
for those.
Please let me know if you see any problems, or feel free to CC me on bugs.

- nothing provides python3-pyqt5-sip-api(12) >= 12.7 needed by
python3-arcus-4.9.1-1.fc35.x86_64
