I have been maintaining strongswan for the last couple of years now. I use it regularly at upstream libreswan to run interop testing. I am actively maintaing strongswan for this. I am also an admin on this package. Pavel is also an admin but he has not worked on the package in many years. But orphaning seems a bit dramatic when there is an active maintainer ? :) As for NetworkManager-strongswan, I am not an actie user of this, but I could just pick it up for the community. I see it is two versions behind, so I'll go and update it.
