It's probably part of what's required for PyQt6 (although sip 5 is already available). The other part is actually packaging PyQt6. :-)

This change is mostly a non-user facing change to the way PyQt5 related applications and libraries are built. It's mostly required because some appllications (e.g., calibre) only build with sip5+.
