[ELN] Broken ELN Compose detection

I wrote the following script a while ago to check on the ELN composes.[1][2]  It's not fancy, and the webpage it outputs isn't fancy,[3] but it works.  It's a good starting point for checking ELN Composes.

I thought I'd share it before the ELN meeting tomorrow so people would have a chance to look at it.
