I notice that fedora-minimal is absent from Docker Hub, and outdated on Quay.io, by the way.
Yes pushing to Docker Hub official images is a pain, so we never got to push fedora-minimal there. It might be worth looking at it again but it needs someone to spend quite a bit of time setting up everything.
For Quay.io I think it is related to https://pagure.io/releng/issue/9880
