Is the change owners' plan here to resubmit this same rejected change for
every single release until people get so fed up that they end up approving
it just to get it out of the way?
This change was never rejected. It become stalled waiting for the change
owners to address some feedback from FESCo. The feedback has been addressed now,
which is why it was resubmitted.

Sorry, but resubmitting a rejected change when nothing in the context
situation has really changed since is not a productive thing to do.
What will FESCo's workload look like if the owners of every rejected change
start doing this? Do you want me to resubmit "KDE Plasma Desktop by Default"
for every single release?
