Note this change is only for compiler selection. It does not change
existing policies WRT runtime library selection, linker selection,
debuggers, etc.
Should the macro names really contain "toolchain" if they only select
the compiler? "Toolchain" suggests to me that they swap out the whole
toolchain including preprocessor, compiler, assembler, linker and
whatever else may be involved.
Having a consistent toolchain is important, and I wanted to name it so that
in the future there would be the flexibility to change other parts of
the toolchain if needed.
