Presuming I am remembering my s390x history correctly, that is a most interesting use case, as to why someone needs to emulate a z900 which was EOS over six years ago, and for which a z12 should (famous last words) be able to run all the same user level software(*) would likely be separately interesting. But I think most would agree that there will always be edge cases (and s390x does seem to find edge cases).
