If you only need a handful mirrors for this content, you should probably do 
push rsyncs initiated by the master, not pull rsyncs initiated by the 
mirrors. Then you have better control of when you rsync and when you 
recompose, and could even block the recompose if the previous compose is 
still being pushed out.
