I've taken tomcat-taglibs-{parent,standard} as they are required for
tomcat which is needed for Dogtag which is needed for FreeIPA.
I rebuilt tomcat-taglibs-parent in Rawhide already by syncing it with
upstream POM spec (mostly update to require JDK8+, should be noop for
Fedora).
tomcat-taglibs-standard is only required by tomcat-webapps which is not
required by anything in Fedora, so we can discuss what to do with it but
since this version of JSP Standard Tag Library implementation is rather
solid, I don't think it would need any changes, just timely rebuilds
until it is retired upstream.
