Your /etc/yum.repos.d/fedora-cisco-openh264.repo should have following line: metalink=https://mirrors.fedoraproject.org/metalink?repo=fedora-cisco-openh264-$releasever&arch=$basearch Maybe there is a .rpmnew file and you are still using the old baseurl based repository definition.
