I think that "," is received by a dhcp answere from the dhcpd, which knows two dns and sets it that way. Maybe a mistake in the dhcp implementation or config line. IMHO systemd should be fail-tolerant to this kind of "bug", so a br is a good idea.
The file in question is /etc/systemd/resolved.conf. This file isn't changed/managed by DHCP.
