The openQA test in question runs after, and uses the hard disk from, a test that runs a default Fedora Server install: https://openqa.fedoraproject.org/tests/763650 which, AIUI, should not be creating a swap partition. The logs from the test - https://openqa.fedoraproject.org/tests/763657/file/role_deploy_domain_controller-var_log.tar.gz - do not show any swaps being activated other than zram ones.
