Sorry I a completely against this.

I use fedpkg local very often, and mock is something I never use.
If I need a clean build environemnt I simply launch a scratch build in koji.

When I used fedpkg local I very much do not care for a clena
environment and may *very* well depend on the actual packages I have
currently installed.

In short, I am not amused by this proposal, it is about removing an
extremely useful tool.
