Is this Fedora?  The kernel version doesn't look like it.

rpm: no gzip/bzip2/xz magic

That's saying something about the file, not whether or not you have those programs.

What does "file calendar-1.28-4.20140613cvs.fc33.riscv64.rpm" say?
Also "which rpm" and "rpm --version".
