UPD: CPM can use packaged versions[1]. You just need to forward
-DCPM_USE_LOCAL_PACKAGES:BOOL=TRUE.
Example:
%build
%cmake \
-DCPM_USE_LOCAL_PACKAGES:BOOL=TRUE \
-DCPM_LOCAL_PACKAGES_ONLY:BOOL=TRUE
