I think for current F33 / Rawhide you're expected to create some
symlinks manually:

I don't think this is the the correct way any longer. Lib-Pulse was
AFAIK the initially planned drop-in replacement for pulseaudio. This has
since been deprecated. Pipewire-Pulse AFAIK provides a separate
pulseaudio server. I dont think it needs any linking, other than
software activation.
It would be great however if the change request clarified what needs to
be done - especially taking into account that very recent online
instructions now may be wrong.
If it has changed, it would be really great if pipewire-pulse could make
it into the F33 repos so it could be easily tested.
