We share the same permissions (packager+provenpackager), so I assume
bodhi was waiting for the build to be signed before showing the
dropdown, or something like that.

I don't think bodhi looks at a bug's state at all, as far as I can
tell, it only *writes* to bugzilla, but doesn't *read* bug information
(other than the title, for displaying it in bodhi).
