Well, I also have always trouble with installing "python3.9-debuginfo" and I have to download directory from koji. Looking at dnf metadata by $ unzck -c /var/cache/dnf/<repository_name>/repodata/<some_long_hash>-primary.xml.zck | less actually metadata does not contain "python3.9-debuginfo" rpm, so maybe something is already broken when creating dnf metadata??
