python2-libxml2 was updated to python2-libxml2-2.9.10-4 in F31. I updated the
release number in fedora-obsolete-packages-33-27 package that ensures that
python2-libxml2 will be uninstalled.

perl-Digest-Bcrypt was removed from F33. I added the package into
fedora-obsolete-packages-33-27 package that ensures that perl-Digest-Bcrypt
will be uninstalled.
