Zbigniew wound up moving files first in the end, but his justification for putting resolve first is here: https://github.com/authselect/authselect/pull/222#discussion_r454460745. It actually caches the local files so they only have to be read once globally, rather than once for each process.

But that failed due to our mDNS bug: https://bugzilla.redhat.com/show_bug.cgi?id=1867830#c34.
