Is your system an upgrade of an earlier version?

In my case I have an F32 system which has been around for a few years.  It has the text you cite.

I also have an F32 system which was a fresh install as well as a F31 fresh install.  Both have

# Generated by authselect on Fri Jul 31 09:40:00 2020
# Do not modify this file manually.

# If you want to make changes to nsswitch.conf please modify
# /etc/authselect/user-nsswitch.conf and run 'authselect apply-changes'.

In /etc/nsswitch.conf.  So, the default use of authselect has been around since at least F31.
