THREAD NECRO (found this while reviewing the network criterion discussion), but figured this might be of interest to others - I only found out recently that Fedora CoreOS actually did "move away from ifcfg-rh format" already. It does not ship the NetworkManager ifcfg plugin, so you can't use ifcfg files to configure networking in it.
