After updating to more Rawhide I _am_ able to reproduce it.  It seems
to be caused because the binary is installed 0555:

  -r-xr-xr-x. 1 rjones rjones 8042912 Aug  3 22:41 /home/rjones/rpmbuild/BUILDROOT/ocaml-omake-0.10.3-27.fc33.x86_64/usr/bin/omake

However nothing has changed in this package for years (last rebase was
in Nov 2017) but apparently strip didn't have a problem before now.

I was able to work around it by adding an explicit

   %install
   make install \
     INSTALL_ROOT=$RPM_BUILD_ROOT
  +chmod 0755 $RPM_BUILD_ROOT%{_bindir}/omake

so I guess that "fixes" it, but why?
