I don't completely understand what you're asking here, but it was
specifically requested to build it into the kernel to support booting
systems without an initramfs during the discussion of the change
proposal. The kernel maintainers were fine with it, so we went ahead
and did just that.

And your insinuation that Fedora is mostly used for single-user
workstations is wrong, as I know of surprisingly large companies that
use Fedora for servers and cloud machines. :)
