Huh. I have no idea how this slipped through the several places I
should have noticed it, but I will submit it to FESCo now. This is a
human error, not a process problem. (In other words, I could choose to
delay submitting to FESCo if there is still significant *productive*
discussion happening on the proposal, but that's not the case here).
