Assuming that CONFIG_ZRAM is enabled on Fedora 31, you should either
backport zram-generator packages to Fedora 31 or update the test day
page accordingly.
It is available on F31, I have it installed. When I checked the
version, I found that it's a module, so you wouldn't see it in that
location. You can just dnf install it and it will work.
# rpm -q zram-generator
zram-generator-0.1.2-1.module_f31+6778+c4fd1ff5.x86_64
