GRUB2 is not a "boot manager OS", it's a fairly simple, but modular, single threaded boot management application. GRUB2 supports UEFI well, probably better than systemd-bloat. At the same time, it's much more flexible in other aspects, providing users with the ability to boot their system in a number of situations that systemd-bloat doesn't support, as well as providing a recovery console in the event that there are issues loading the kernel and initramfs.
