pkcs11-helper and Fedora

Hi,

We're having some discussions in the OpenVPN community in regards to the
pkcs11-helper library and which version to bundle in our Windows builds.  We
pull the pkcs11-helper-rfc7512.patch from the Fedora builds, as we need that
functionality it provides.

During these discussions we see that Fedora is still using the 1.22 version
while upstream OpenSC/pkcs11-helper has released 1.26.  We have been told that
1.23 adds improved support for EC and 1.26 includes a PSS padding fix might be
interested in.

Is there a reason Fedora has not updated to a newer version than 1.22?
