"select a different frame"? Does that imply that you want to ship the full 
animated package on all spins, even those that do not support animated 
backgrounds, and let each spin pick its own preferred version out of the 
list (because all will be shipped anyway)? As opposed to the current state, 
where there is a distrowide default static version and the spins that do not 
use animated backgrounds require only that subpackage? That change would be 
a significant waste of space with no benefit to the user.
