You can try fedora-31-efi-systemd-x86_64.qcow2.xz from
https://www.kraxel.org/repos/images/ (sorry, no f32 images yet).

unxz, use qemu-img to convert to raw, dd to a usb stick, set a root
password with virt-customize, plug-in the stick & boot.
