During the tests of python-sphinx. Is this something that Sphinx need to be adapted for? For a laymen's eye, this look slike a problem in /usr/share/texlive/texmf-dist/tex/latex/base/ts1cmr.fd.

Looking at /usr/share/texlive/texmf-dist/tex/latex/graphics-def/luatex.def and pdftex.def

I believe this should be required by texlive-graphics-def. Will open a PR.
