There definitely are images produced for 32-bit arm:
https://arm.fedoraproject.org/

I don't know why they are on a separate "arm" page instead of on the
"alt" page with aarch64 and other alternative architectures ...

Also, multilib for aarch64 + armv7hl is not "A Thing" (TM), IIRC
because no aarch64 hardware really supports that.
