Clean installs, at least Workstation and Server editions, have
/var/log/journal; and /etc/systemd/journald.conf defaulting to
storage=auto. It's been this way for many dozens of moons. I've also
done a bunch of dnf and gnome-software upgrades and /var/log/journal
is still present.

If /var/log/journal is missing, it's a local phenomenon.
