I'm a bit confused and unsure how to proceed further as the build obviously
worked fine for ppc64le and x86_64.

You should probably be using webkit2gtk3-devel on EPEL8 as its newer and more up to date.

Unfortunately, there is a bit of discrepancy in RHEL8 related to development packages not being provided on various architectures. You will probably have to use ExcludeArch for s390x and aarch64 (for now).
