Yes, originally the bug is about Copr, but it is also 'use_bootstrap' mock
config option, which has --bootstrap-chroot/--no-bootstrap-chroot commandline
option atlernative.  The --bootstrap-chroot is the default now in mock:

You bild for epel-7-x86_64, but on Fedora?

Yes, as a Fedora packager supporting both Fedora and EPEL I need the ability to do test builds on my system without needlessly abusing koji.

Thank you very much for the explanation, but what's the solution? 

I tried adding the following to one of the EPEL 7 cfg files to no avail:

config_opts['use_bootstrap'] = True
config_opts['package_manager'] = 'yum'
