python27 license change

Hello. I have updated the python27 package to use the bundled wheels of pip and setuptools, so we can update setuptools in rawhide to a version that no longer works with Python 2.

Unfortunately, that changes the license from "Python" to this beast:

Python and MIT and ASL 2.0 and BSD and ISC and LGPLv2 and MPLv2.0 and (ASL 2.0 or BSD)

Technically however, nothing should change (there was a pre-exisitng hard requirement on pip/setuptools with such licenses (now combined)).
