# dnf update --releasever=32 fedora-release
# dnf distro-sync --allowerasing --skip-broken

seems to be somewhat successful.


There are no promises that it will work and no promises that it won't work. Depending on how far and how much difference there is.. it will most likely not work without a lot of manual intervention as packagers and packages are not required to be backwards compatible.
