Probably only local mock.  Copr has a hotfix for this for a few days now,
and Koji uses --old-chroot.

That said, it is probably this issue:
    https://github.com/rpm-software-management/mock/issues/432
which means that the trigger is updated systemd:
    https://github.com/systemd/systemd/commit/de40a3037

This should be fixed in mock 'devel' branch, and it is soon to be released
(or try 'dnf copr enable @mock/mock').  Work-around is to explicitly use
--old-chroot.
