The page went away because it had not 'worked' but people thought it
did. The page 'worked' back when package workflow was more manual on
the side of release engineering but actually had not been 'used' even
before pkgdb was retired (as that had automated a lot of things which
the page covered.)

I don't know how it would work in today's branching but I am probably
missing something obvious. I just didn't want you to think that
putting your name on it and then still getting a ton of requests was
more aggravating than not having the page and you still getting a ton
of requests you didn't care about.
