I recently began having a similar issue - with some programs, whereas previously the system would slow down slightly due to load, now it freezes for like half a second or a full second. This is most prominent when I launch Chromium, but is also visible when I switch to a long-unused tab in Firefox or do some editing in LibreOffice. To be fair, I'm not sure if this is a general issue, or one that manifests itself only on certain hardware, or if it's just a sign that my laptop's SSD is slowly dying, since I also have a tower PC and I'm yet to see this happening there.
