Copr can use cloud. Or almost anything. We use OpenStack. We have AARCH64 builders in VMs managed just by libvirt. We
use AWS - btw I must publicly thanks Amazon as they provide those resources for free for Fedora.

The only hard requirements is:
  * be able to spin up new VM - somehow
  * be able to ssh that VM
  * be able to terminate that VM

if you know of partner which can provide resources somewhere in cloud providing native architectures arm, s390x I would
like to hear it. And we can work with them.
