I don't expect us to use the contingency plan, but if we have to, e.g. because we discover that there's some issue with the linker output, most likely we'd need to do a partial mass rebuild for binary packages. If we start that at beta freeze, the freeze would be meaningless. Maybe set the contingency deadline at "Change Checkpoint: 100% Code Complete Deadline Tue 2020-02-25", and after that date we commit to ship with the new binutils no matter what.
