I manually tagged this build with tag f31-updates-candidate, and now I
can see this update in bodhi.
Is this sufficient, do I have to add other tags (f31-signing-pending)?

-updates-candidate should be enough IIRC.

I think this is related to the issue where rawhide updates aren't getting pushed through bodhi since yesterday. And according to the infra ticket, it's probably a message bus problem.
