Alright - after fixing a small packaging issue in python3-CacheControl
(thanks, Neal!), I've pushed the necessary updates to fedora 31 as
well.

CacheControl packaging fix:

poetry 1.0.0 and dependencies:
https://bodhi.fedoraproject.org/updates/FEDORA-2019-24c9d17287

This update should not cause any regressions, especially not for
package builds, since poetry is not yet used for builds in f31 at all,
and in rawhide, only one package uses it (python-chaospy), but it
looks like it does not use the poetry functionality that was changed
in a backwards-incompatible way between 0.12.17 and 1.0.0.
