Question about mass rebuilds

I have a general question about mass rebuilds - I noticed that my F31 machine still has a few packages that appear to be fc30 versions, and I got curious as to why.

For example, I have avr-libc-2.0.0-7.fc30.noarch installed.  It has a build date of Thu 31 Jan 2019 09:23:34 AM EST

I looked at the list of packages needing a rebuild for F31.  As of the run on 2019-08-20 20:46:01.547095 UTC, avr-libc was listed: https://kojipkgs.fedoraproject.org/mass-rebuild/f31-need-rebuild.html

Yet according to koji, there is no build for fc31: https://koji.fedoraproject.org/koji/packageinfo?packageID=avr-libc

I'm not saying that anything is wrong - I'm just curious as to why the package wasn't rebuilt.  Any guidance/info would be appreciated.
