Says you should reference the "Targeted release" in the status.

For F31 and F32 it doesn't appear as if the pages were created:

Is there someone I should ping about this?

You just did. :-) Much of that content is in the early stages of being moved to docs.fedoraproject.org. The existence of that page isn't important for the changes process, there just needs to be a number so I know what version the proposal is for.
