I think it is of use to users of non-GNOME, non-Plasma desktops, especially Qt ones (in particular, LXQt). Or does LXQt has its own thing now? But since I use Plasma and plasma-nm on all my machines, I don't really have a use for nm-tray personally, so I'd rather not pick it up myself.
